TERMS OF REFERENCE: TRANSPORT COORDINATOR

BACKGROUND AND CONTEXT
The Thirteenth Assembly of the Lutheran World Federation (LWF) is an upcoming event scheduled to take place in Krakow from 13-19 September 2023. This significant gathering will be hosted by The Evangelical Church of the Augsburg Confession in Poland.
Prior to the Assembly, there will be Pre-Assembly meetings held in Wroclaw and Wisla Malinka from September 7-11. Additionally, a Council meeting is scheduled for September 20, 2023, in Krakow.
Given the extensive scope of the event, the coordination of transportation services for participants becomes crucial. To ensure the seamless handling of transportation requirements, LWF is seeking to hire a skilled Transport Coordinator. The selected candidate will play a vital role in overseeing transportation operations for a period of three months, commencing from July 1 to September 30, 2023.

OBJECTIVE:
The Transport Coordinator is to ensure effective planning, coordination, and execution of all transportation arrangements for the LWF Thirteen Assembly. The Transport Coordinator will be primarily responsible for overseeing and managing the transportation logistics, guaranteeing smooth operations and the safe transportation of around 700-800 participants throughout the Assembly and associated meetings, within and outside of Krakow, in accordance with contractual obligations.

RESPONSIBILTIIES:
Before and during the Assembly
1. Collaborate with the Assembly coordinators, relevant staff and the hired transport company to effectively plan, organize, and execute transportation arrangements for the LWF Thirteen Assembly based on contractual agreements.
2. Plan, prepare, execute, and maintain a comprehensive transportation system for participants, including, but not limiting to:
a. Arrival and departures at Krakow airport and/or train stations
b. Daily morning and evening transportation from AGH hostels to ICE Congress centre
c. Transportation to Stara Zajezdnia for the Welcome Reception
d. Visit to Auschwitz Birkenau and local Sunday Services
e. Transportation to and from Krakow to Wroclaw and Wisla Malinka for the Youth and Women Pre-Assemblies.
This includes developing and managing a detailed transportation schedule encompassing pick-up and drop-off times, routes, and logistics based on the Assembly schedule and in coordination with the transport company. The goal is to ensure efficient and seamless transfers for participants both within and outside Krakow.
3. Prepare a comprehensive plan and schedule of the transportation logistics, considering factors such as the number of participants, locations, timing, contractual agreements, safety and security of participants to ensure efficient and smooth operations.

4. Coordinate with the hired transport company to ensure availability of suitable vehicles and drivers for the transportation needs of the Assembly, sharing necessary information and instructions and addressing any concerns or issues that may arise.
5. Gather information about parking places in the vicinity of the Assembly venues and inform the transport company to make sure the legal and appropriate parking arrangements for the vehicles.
6. Obtain necessary permits and authorizations for transportation services from local authorities and infrastructure providers, as required.
7. Ensure that all transportation services are accessible and accommodate the needs of participants with disabilities or special requirements.
8. Prepare a comprehensive plan for training relevant staff/stewards or volunteers on transportation-related aspects, including protocols, safety measures, and procedures, to make certain they are equipped to assist participants during the Assembly.
9. Establish clear communication channels with the hired transport company and Assembly coordinators to disseminate transportation arrangements and updates effectively.
10. Coordinate and communicate with the Assembly coordinators, relevant staff, and the hired transport company based on unexpected occurrences and changes.
11. Oversee the practical execution of transportation services during the event, monitoring punctuality and addressing unforeseen issues promptly.
12. Respond promptly and effectively to unexpected occurrences and issues that may arise during the event, such as delays, changes in transportation arrangements, or technical problems. Take necessary actions to address these situations, minimize disruptions, and ensure the continuity of transportation services.
13. Serve as the main point of contact for participants experiencing transportation-related issues, helping and timely resolution.
14. Prepare emergency plan in case of accidents or sever delay of transportation.
15. Other transportation related task that may come up during the meetings.

QUALIFICATIONS:
1. Strong organizational and communication skills
2. Ability to think on one’s feet, solutions oriented and make decisions quickly
3. Effective collaboration skills
4. Familiarity with local transportation regulations and infrastructure
5. Significant experience in coordinating logistics on a large scale
6. Demonstrate maturity in handling various situations, making sound judgments, and maintaining composure under pressure
7. Fluency in English and Polish
